Variation No. 3 to the South Dublin County Development Plan 2022–2028: City Edge Strategic Urban Regeneration Framework (SURF)
Pursuant to Section 58(17) of the Planning and Development Act 2024 (as amended), South Dublin County Council, as the Planning Authority for the County, made Variation No. 3 to the South Dublin County Development Plan 2022–2028 on 12th of October 2026. The Variation takes effect immediately.
The variation comprises the City Edge Strategic Urban Regeneration Framework (SURF), and has been prepared to implement Policy CS2 of the South Dublin County Development Plan 2022–2028 which seeks ‘to deliver a framework for the regeneration of the City Edge lands….’. The SURF provides statutory guidance for the future planning and development of the part of City Edge within the South Dublin County Council area.
The SURF identifies three Priority Development Areas at Greenhills, Red Cow & Cherry Orchard, and Long Mile, with the capacity to accommodate over 9,000 homes, almost 25,000 residents, and more than 12,000 jobs.
The SURF will serve as the statutory framework for the future development of the SDCC portion of the City Edge area, supporting the delivery of new residential and employment communities through sustainable, higher-density urban development based on public transport, active travel and access to community facilities. It also provides for a comprehensive green infrastructure network, including parks, greenways, green corridors, and Sustainable Drainage, while supporting the integration of new development with existing communities and facilitating the retention, expansion, and diversification of employment uses.
