Proposed Variation No. 2 to the South Dublin County Development Plan 2022-2028
The Proposed Variation is to respond to recent changes in National planning policy, namely the publication of the National Planning Framework First Revision (2025) and the publication of Ministerial Guidelines published under Section 28 of the Planning and Development Act 2000 (as amended), including:
- NPF Implementation: Housing Growth Requirements (2025), and
- Sustainable Residential Development and Compact Settlements Guidelines for Planning Authorities (2024).
Variation No. 2 to the County Development Plan 2022-2028 was placed on public display (Proposed Variation No. 2 to the South Dublin County Development Plan 2022-2028 | South Dublin County Council's Online Consultation Portal) for a period of 4 weeks commencing on the 13th February to 13th March 2026. At the end of the display period a total of 2678 no. submissions had been received in response to that public consultation process. A Chief Executive’s Report on the submissions received, was issued to the Elected Members for their consideration as part of the statutory planning process. Following the Special Council meetings on the 19th and 24th June 2026, and having considered the Proposed Variation No. 2 to the County Development Plan 2022-2028 and the Chief Executive's Report in respect of submissions / observations received, the Elected Members of South Dublin County Council have resolved in accordance with Section 58(13)(a)(ii)of the Planning and Development Act 2024 (as amended), that South Dublin County Council, proposes to make Material Alterations to Variation No. 2 to the County Development Plan 2022-2028.
The proposed Material Alterations to Proposed Variation No. 2 and accompanying documents are currently on display and this is available at: https://consult.sdublincoco.ie/en/consultation/proposed-material-alterations-proposed-variation-no-2-south-dublin-county-development-plan-2022-2028. Written submissions or observations may be made between Tuesday 7th July 2026 to Wednesday 5th August 2026 (inclusive).
