Section 221 of the Local Government Act sets out the requirements in relation to the preparation of the Annual Report of the council.
Every county council and city council shall each prepare and adopt a report (to be known as the annual report) in relation to the performance of its functions during the preceding year and furnish a copy of the annual report to each member of the county council or city council, and to such other persons as it may consider appropriate. The report details the activities of the council during that year and is an important opportunity to reflect progress on the delivery of its commitments as set out in its corporate plan.
