Financial Support for Protected Structures and Buildings within Architectural Conservation Areas

BUILT HERITAGE INVESTMENT SCHEME 2025

The Built Heritage Investment Scheme has been revised and has been announced by the Department of Housing, Local Government and Heritage for 2025 applications. 

This announcement is approximately four months earlier than the traditional timeframe and, along with an increase in the value for individual grants that be awarded from €15,000 to €50,000, is one of several changes that have been made to the scheme for 2025 to try to make it more efficient both for applicants and those administering the scheme. All changes are highlighted in the BHIS 2025 Circular.  

The aim of the BHIS is to provide financial assistance to owners in carrying out appropriate conservation works to their historic properties which are Protected Structures and/or located within an Architectural Conservation Area (ACA). This scheme supports the basic principles of good conservation practice focusing on the repair of historic fabric, the use of traditional materials and the sensitive introduction of new elements that do not compromise the significance and functionality of the building. BHIS 2025 will be administered by Irenie McLoughlin, Architectural Conservation Officer of South Dublin County Council on behalf of the Department.

Applications must be made using Form A, please see Guidance booklet and application checklist to assist with completing Form A. 

Applications will be assessed under the following criteria: (a) Significance of the Structure (b) Efficacy of the Works (c) Quality of the Works and (d) Contribution to Public Amenity.  A suitable Method Statement drawn up by a competent conservation professional must be submitted by the applicant and give details of how conservation/repair works will be carried out. Under the BHIS the total value of all public funding provided must not exceed 80% of the total project cost including funding received from other public agencies and government departments.

Rinneadh athbhreithniú ar an Scéim Infheistíochta san Oidhreacht Thógtha. Tá sé fógartha ag an Roinn Tithíochta, Rialtais Áitiúil agus Oidhreachta gur féidir iarratas a dhéanamh ar an Scéim don bhliain 2025.

HISTORIC STRUCTURES FUND (HSF) 2024

After another successful year of completed projects under the Historic Structures Fund (HSF), the Department of Housing. Local Government and Heritage has announced the Historic Structures Fund for 2024.  This will be administered by Irenie McLoughlin, Architectural Conservation Officer, LUPT Dept, South Dublin County Council on behalf of the Department.

The primary focus of the Historic Structures Fund is on caring for and restoring historic structures and buildings for the benefit of communities and the public. 

The Historic Structures Fund 2024 Streams:

  1. Stream 1 will offer grants from €15,000 up to €50,000 and is aimed at essential repairs and smaller capital works for the refurbishment and conservation of heritage structures. Inclusion of a sub-Stream 1 for Historic Shopfronts – To incentivise the conservation of historic shop fronts, each Local Authority is invited to submit an additional application under Stream 1 for eligible essential repairs and small capital works for the refurbishment and conservation of historic shop facades, windows, signage and other associated details to safeguard them and keep them in use.
  2. Stream 2 will offer a small number of grants from €50,000 up to €200,000 for larger enhancement, refurbishment or reuse projects involving heritage structures, where a clear community or public benefit has been demonstrated (funding of up to €4m for 2022 under this Stream) and addition of refurbishment or reuse projects for residential use under ‘Housing for All commitments’.
  3. Vernacular Structures Stream - Funding of up to €50,000. The purpose of the stream is to support conservation repairs and small capital works to vernacular structures that are not listed in local authority Records of Protected Structures or otherwise legally protected. Such structures may be located within an Architectural Conservation Area. All local authorities can apply for funding for specific projects of between €5,000 and €10,000 for eligible projects.

Circular HSF/2024 ‘Historic Structures Fund’ sets out the operation of the scheme and includes the relevant application forms.  The Circular should be read carefully.  There is also a specific guidance document to assist applicants in applying under the HSF Scheme (HSF 2024 Guidance Booklet for Applicants). Note: Applicants can apply under both the Historic Structures Fund and the Built Heritage Investment Scheme, however applicants cannot avail of funding under both.
