Choice Based Letting Scheme enables the housing applicant to make decisions over where they live and tenure choice (council, voluntary housing and leased homes). South Dublin County Council advertises homes available to let to eligible housing applicants on their Choice Based Letting Website.
Each applicant is given their Username and Pin to access the website, link below, when they are approved to be included on the housing list. Every Friday, the list of available homes is advertised on the website and applicants can make their expression of interest in the properties on the website, by noon Tuesday. Internet access and computer facilities are available at your local library.
If you experience any difficulties on the website, you can contact the Council at 01-414 9000 or call into the Council’s Customer Care Centre’s in County Hall, Tallaght or in the Civic Offices, Clondalkin where a member of staff will demonstrate how the system works.
Once you have made your expression of interest, the housing department will then offer the home to the applicant who is the highest on the housing list of those who have expressed an interest subject to Estate Management check, etc.

Why can I not apply for a property I can see advertised on the CBL website?
The “All Properties” tab shows all properties available in South Dublin County Council. The “Your Eligible Properties” tab shows the properties you are eligible to apply for. The properties on the “All properties” tab may be a different size to the accommodation you are eligible for in accordance with your family size at present or it may be in a different area of choice to your chosen area.

What do I do if my PIN on CBL will not work?
The first thing to check is to ensure you are entering your PIN exactly as stated. Your PIN is case sensitive so check that all capital letters stated are entered as capitals and all lower case letters are entered as lower case. You can call to the Customer Care Counter in Tallaght or Clondalkin with Photo ID and they will give you your PIN &/or reference number. Alternatively you can phone, email or write to the allocations section in County Hall and they will send you your PIN &/or reference number by post.
Why does it state “On Hold” when I log into CBL?
This may be for a number of reasons including that your file is under review or that documents are missing from your file. If we have requested documents from you, please ensure you return the stated documents as soon as possible.
Why has my file not been updated?
If you have recently been given access to CBL or you have recently submitted a change form which would affect your eligible properties on CBL but you are experiencing issues, please appreciate that it may take some time for your file to be updated given the volumes we deal with. We will endeavour to update your file as soon as we can and thank you for your understanding.
